1. No person, firm or corporation shall engage in the business or activity of peddler or solicitor in this village without first obtaining a license as provided in this Ordinance.
2. All licenses shall end on December 31st of each calender year and must be renewed prior to engaging in business the following year.
3. Any applicant that has a license denied has the right to appeal the finding to the Village Council. Notice of this appeal shall be filed with the Village Clerk within five days after having license denied.
4. The license issued under the provisions of this Ordinance shall be carried by any peddler or solicitor at all times when peddling or soliciting and shall be exibited to any person being solicited and, on request, to any Bellville Police Officer.
5. No peddler shall use any whistle, bell, horn or other mechanical device for the purpose of advertising his goods, wares and merchandise or services, or attracting customers and shall not call his goods, wares, foods, merchandise or services in loud voice for such purposes.
6. All peddling or soliciting done under license issued by virtue of this Ordinance shall be conducted between the hours of 9:00 a.m. and 5:00 p.m. on weekdays and Saturdays. No peddling or soliciting shall be conducted on Sundays.
